Fiscal Services

The Fiscal Services Department of the City of Midland is responsible for the areas of finance, assessing, treasurer and purchasing. Fiscal Services is responsible for assisting the City manager in the annual budget preparation process.

Assessing

The City Assessor's Office identifies, lists and values all real and personal property in the City of Midland. Information is gathered and analyzed throughout the year in order to determine the value of each property as of December 31. This information is available to the public at the Assessor’s Office during office hours, from 8 a.m. until 5 p.m. each weekday.

Treasurer

The City Treasurer's Office serves as the main collection point for monies owed the City and for the collection of taxes owed other taxing entities within the jurisdiction of the City of Midland. The Treasurer's Office also is responsible for enforcing parking in the downtown Midland area.

Purchasing

The Purchasing Department oversees all major purchases on behalf of the City.

Finance

The City of Midland’s Finance Department maintains control over the City’s financial records, with the goals of safeguarding the City’s assets and City management with accurate and timely financial information to assist them in making informed decisions.

Other Finance responsibilities include:

  • Administering the City’s general and liability insurance program
  • Preparing the City’s annual audited Comprehensive Annual Financial Report
  • Preparing the City’s annual budget
  • Preparing the monthly financial statements for the City’s police and fire pension trust
  • Processing payroll for all City of Midland employees
