September 28, 2018 – The City of Midland is pleased to announce that Assessing Manager Kayla Stevenson has been promoted to the role of City Assessor effective immediately.

The announcement comes following the retirement of previous City Assessor Reid Duford earlier this month.

Kayla began her career with the City as a clerk in the Assessor’s Office from 2008 to 2010 and was hired as the City’s Assessing Manager in October 2014. She holds certification as a Michigan Advanced Assessing Officer (3) from the State of Michigan is currently working toward the Michigan Master Assessing Officer (4) certification. In addition, Kayla holds a bachelor’s degree in criminal justice administration from the University of Phoenix and is currently pursuing her Master of Public Administration from Central Michigan University, and is also a member of the Michigan Assessors Association and NorthEast Michigan Assessors Association.

With Stevenson’s promotion, the City has hired Ellen Kasper as the new Assessing Manager. Ellen has served in the assessing field for 29 years as a deputy assessor, spending the last 4 years as Assessor of Hampton Charter Township in Bay County. She is a certified Michigan Advanced Assessing Officer (3) through the State of Michigan and also possesses an associate’s degree in computer operations. Ellen is a member of the Michigan Assessors Association, International Assessing Officers Association, NorthEast Michigan Assessors Association, and the Michigan Townships Association.
