[ARCHIVED] Submit Requests for Public Improvements by November 1

October 4, 2019 – Residents can now request public water and sewer service and paving of gravel streets in City of Midland locations that currently do not have these amenities.

If there is a public improvement project of this nature that should be considered, Midland residents may submit a written request detailing the project to the City of Midland Engineering Department, 333 W. Ellsworth, Midland, MI 48640.  Requests must be postmarked on or before November 1, 2019.

Once received, the Engineering Department estimates the cost for each requested project and prioritizes the list according to project feasibility and available funding.  The list is then presented to Midland City Council at a regular meeting in December or January.  Council then determines which projects receive highest priority and determines if funding is to be allocated for those projects in the next fiscal year budget. Construction of approved projects is anticipated to take place in the 2020-2021 fiscal year, which begins July 1, 2020.

The City’s special assessment process is used to finance these improvements. In this process, adjacent property owners that benefit from the improvement primarily pay the cost of the project. The City may also participate in project costs for certain items depending on the type of project.

Due to expected budget constraints this year, very limited funding will be available for special assessment participation by the City.  Also, project requests that require significant City participation will not be considered unless the developer proposes to finance the project initially by participating in the advance payment process.

Requests for sidewalk improvements will be received by the City Council in February 2020. Routine street or sidewalk maintenance requests may be submitted to the Department of Public Services at any time during the year.
