[ARCHIVED] City to Close Non-Essential Services Through April 13

March 23, 2020 – In accordance with the “Stay Home, Stay Safe” Executive Order 2020-21 issued by Governor Gretchen Whitmer, the City of Midland has closed all City buildings and facilities and suspended all non-essential services through Monday, April 13.

Effective Tuesday, March 24 through Monday, April 13, 2020, the following service changes will be implemented:

  • The Sanitary Landfill will be closed to residential customers. Commercial customers may access the Landfill Monday through Friday from 7 a.m. to 2 p.m. It will be closed on Saturdays.
  • The start date for spring yard waste collection is postponed through Monday, April 13.
  • Monthly brush collection is suspended through Monday, April 13.
  • The Grace A. Dow Memorial Library’s temporary curbside materials pick-up service has been eliminated. Patrons can continue to renew items online and drop off items via the Library’s drop box.
  • Dial-A-Ride Transportation will operate normal phone and bus service hours to provide rides for essential travel only.
  • Water service installations are postponed through Monday, April 13.
  • The terminal building of the Jack Barstow Airport is closed. Pilots may continue to access hangars and purchase fuel as needed.
  • Building permits and inspection services will be limited to emergency needs only.
  • At this time, public meetings of the Midland City Council and City boards, commissions, and committees will be evaluated on a meeting-by-meeting basis to assess their need to meet and take action on matters of significant importance.

In addition to these new closures, the following previously-announced closures and service changes will remain in effect:

  • Midland City Hall, Municipal Service Center, Water Treatment Plant, Wastewater Treatment Plant, Law Enforcement Center, Grace A. Dow Memorial Library, Midland Civic Arena, and all Midland Fire Department stations will remain closed to the public.
  • Rental certification inspections through the Building Department are postponed.
  • Visitors to Washington Woods and Riverside Place senior housing complexes are limited to essential care providers only.

During the closure, most non-essential City staff will be working remotely and responding to residents’ requests by phone and email to the best of their ability in line with the “Stay Home, Stay Safe” order. Residents are encouraged to conduct business with City staff via email or phone or on the City’s website, www.cityofmidlandmi.gov. To contact a City staff member or department by phone, residents can call the City Hall switchboard at 989-837-3300.

City refuse collection and monthly heavy item collection (no brush) will continue as scheduled. Please have items placed at the curb by 7:30 a.m. on your scheduled day to receive collection.

Water and sewer bill payments will still be accepted during the closure. Residents can pay their bills online at www.cityofmidlandmi.gov/pay or submit payment by cash or check via the City’s secure drop box located inside the main doors of City Hall, 333 W. Ellsworth Street.

The City will continue to monitor public health information regarding COVID-19 and will reassess and alter its response as needed.

UPDATE: March 24, 2020 -  In an effort to limit staff exposure in line with Governor Gretchen Whitmer’s “Stay Home, Stay Safe” Executive Order 2020-21, the City of Midland Sanitary Landfill will be closed on Saturdays and restrict its weekday hours through Monday, April 13.

During the restriction, Landfill will be open to commercial customers only from 7 a.m. – 2 p.m. Monday through Friday and will be closed on Saturdays. Residential customers will not be permitted to access the Landfill.        

UPDATE: March 30, 2020 - City of Midland Parks and Recreation has closed the playground equipment in all City of Midland-maintained parks effective immediately until further notice.

The closures come in response to public health directives urging organizations to curb the potential spread of COVID-19 by closing or limiting public access to areas that attract congregations of people.

Residents may continue to use City parks and trails for outdoor exercise as outlined in Executive Order 2020-21 (“Stay Home, Stay Safe”) issued by Governor Gretchen Whitmer on Monday, March 23. Park visitors are encouraged to practice social distancing and hygiene guidelines as outlined by the Centers for Disease Control (CDC) and the Michigan Department of Health & Human Services, which include maintaining at least six (6) feet of distance between individuals, washing hands frequently, and avoiding touching your face.

UPDATE: April 1, 2020 - Effective Friday, April 3, the Sanitary Landfill will not allow access to commercial landscaping customers dumping yard waste or debris in an effort to limit staff’s interaction with the public. These services have been deemed non-essential by Executive Order 2020-21. 

UPDATE: April 3, 2020 - Effective Monday, April 6, heavy item collection will not accept appliances until further notice. These items require operators to work less than 6 feet apart, which is not in accordance with current social distancing guidelines. Collection of bulky non-appliance items will continue as scheduled.

UPDATE: April 30, 2020 – In accordance with the updated “Stay Home, Stay Safe” Executive Order 2020-59 issued by Governor Gretchen Whitmer on Friday, April 24, the City of Midland has extended the closure of all City buildings and facilities and suspension of all non-essential services through Friday, May 15.

The following services will resume and/or begin on Monday, May 4:

  • Brush collection will resume on Monday, May 4 in Area A
  • The Borrow-A-Container program will resume, beginning with previously-booked reservations received prior to March 23, 2020. Reservations will be fulfilled in the order in which they were received.
  • Bin delivery service for City refuse and yard waste bins, as well as the mailing of yard waste bin stickers, will resume on Monday, May 4. Residents can visit www.cityofmidlandmi.gov/publicservices to complete the appropriate form(s) and mail their form(s) and check payment to City Hall, 333 W. Ellsworth Street, Midland, MI 48640 or seal them into an envelope and place them into the secure drop boxes located outside of City Hall or the Municipal Service Center, 4800 N. Saginaw Rd.
  • Full park maintenance services will resume on Monday, May 4 with reduced staff
  • Street sweeping activities have resumed to mitigate potential flooding concerns from blocked catch basins

In addition, the Currie Municipal Golf Course has reopened for walking players only (no motorized carts). Tee times must be booked in advance and pre-paid online at www.curriegolf.com or by phone at 989-839-9600. The pro shop and clubhouse remain closed to the public. Food and beverage service is available for takeout only.

The following service changes, which were implemented under previous executive orders and public health directives, remain in effective through Friday, May 15 unless otherwise noted:

  • Midland City Hall, Municipal Service Center, Water Treatment Plant, Wastewater Treatment Plant, Law Enforcement Center, Grace A. Dow Memorial Library, Midland Civic Arena, and all Midland Fire Department stations will remain closed to the public.
  • Rental certification inspections through the Building Department are suspended.
  • Visitors to Washington Woods and Riverside Place senior housing complexes are limited to essential care providers only.
  • The Sanitary Landfill will be closed to residential customers at all times and closed to all customers on Saturdays. Commercial customers, including landscaping companies, may continue to utilize the facility Monday through Friday from 7 a.m. – 2 p.m.
  • Monthly heavy item collection will continue as scheduled, but appliances will not be collected. Non-appliance bulky items may still be set out for collection.
  • Weekly yard waste collection has resumed as of Monday, April 13. No stickers are required on yard waste bags or bins through Friday, May 15.
  • Dial-A-Ride Transportation continues to operate normal phone and bus service hours to provide rides for essential travel only.
  • Water service installations are suspended through Friday, May 15.
  • The terminal building of the Jack Barstow Airport is closed. Pilots may continue to access hangars and purchase fuel as needed.
  • Building permits and inspection services will be limited to emergency needs only.
  • Public meetings of the Midland City Council and City boards, commissions, and committees will be evaluated on a meeting-by-meeting basis to assess their need to meet and take action on matters of significant importance. Public meetings that must be held will be done so electronically. A list of meetings to be held electronically will be updated regularly online at www.cityofmidlandmi,gov/emeetings.

Most non-essential City staff will be working remotely and responding to residents’ requests by phone and email to the best of their ability in line with the “Stay Home, Stay Safe” order. Residents are encouraged to conduct business with City staff via email or phone or on the City’s website, www.cityofmidlandmi.gov.
