[ARCHIVED] City Facilities, Non-Essential Services Closed through May 29

May 15, 2020 – In accordance with the updated “Stay Home, Stay Safe” Executive Order 2020-70 issued by Governor Gretchen Whitmer on Thursday, May 7, the City of Midland has extended the closure of all City buildings and facilities and suspension of all non-essential services through Friday, May 29.

The following services have resumed at this time:

  • Weekly yard waste collection has resumed as of Monday, April 13. No stickers are required on yard waste bags or bins through Friday, May 15.
  • Brush collection has resumed as of Monday, May 4.
  • The Borrow-A-Container program has resumed as of Monday, May 4 beginning with previously-booked reservations received prior to March 23, 2020. Reservations will be fulfilled in the order in which they were received.
  • Bin delivery service for City refuse and yard waste bins, as well as the mailing of yard waste bin stickers, has resumed as of Monday, May 4.
  • Full park maintenance services has resumed as of Monday, May 4 with reduced staff.  Playground equipment, restrooms and pavilions remain closed through Friday, May 29.
  • Street sweeping activities have resumed to mitigate potential flooding concerns from blocked catch basins.
  • Currie Municipal Golf Course is open to the public. Cart usage is restricted to single riders or to multiple riders from the same household only. Tee times must be booked in advance and pre-paid online at www.curriegolf.com or by phone at 989-839-9600. The pro shop and clubhouse remain closed to the public. Food and beverage service is available for takeout only.
  • Building inspections and permitting services issued by the City’s Building Department have resumed as of Thursday, May 7. To schedule a building inspection or apply for a building permit, residents should call the Building Department at 989-837-3383 and leave a voicemail message regarding their project or email the appropriate staff member. Applications for permits and contact information can be found at www.cityofmidlandmi.gov/building. Inspections and permits related to fire safety should be directed to Midland Fire Department Fire Marshal Tony Lelo at 989-837-3413 or alelo@midland-mi.org.

The following service changes, which were implemented under previous executive orders and public health directives, remain in effective through Thursday, May 28 unless otherwise noted:

  • Midland City Hall, Municipal Service Center, Water Treatment Plant, Wastewater Treatment Plant, Law Enforcement Center, Grace A. Dow Memorial Library, Midland Civic Arena, and all Midland Fire Department stations will remain closed to the public.
  • Rental certification inspections through the Building Department are suspended.
  • Visitors to Washington Woods and Riverside Place senior living communities are limited to essential care providers only through Sunday, May 31.
  • The Sanitary Landfill remains closed to residential customers at this time. Commercial customers, now including landscaping companies, may continue to utilize the facility Monday through Friday from 7 a.m. – 3 p.m.
  • Monthly heavy item collection will continue as scheduled, but appliances will not be collected. Non-appliance bulky items may still be set out for collection.
  • Dial-A-Ride Transportation continues to operate normal phone and bus service hours to provide rides for essential travel only.
  • Water service installations are suspended through Thursday, May 28.
  • The terminal building of the Jack Barstow Airport is closed. Pilots may continue to access hangars and purchase fuel as needed.
  • Public meetings of the Midland City Council and City boards, commissions, and committees will be evaluated on a meeting-by-meeting basis to assess their need to meet and take action on matters of significant importance. Public meetings that must be held will be done so electronically. A list of meetings to be held electronically will be updated regularly online at www.cityofmidlandmi,gov/emeetings.

Most non-essential City staff will be working remotely and responding to residents’ requests by phone and email to the best of their ability in line with the “Stay Home, Stay Safe” order. Residents are encouraged to conduct business with City staff via email or phone or on the City’s website, www.cityofmidlandmi.gov. To contact a City staff member or department by phone, residents can call the City Hall switchboard at 989-837-3300 and use the prompts to find the appropriate department.

City refuse and recycling collection and monthly heavy item collection (no appliances) continue as scheduled. Please have items placed at the curb by 7:30 a.m. on your scheduled day to receive collection.

Water and sewer bill payments will still be accepted during the closure. Residents can pay their bills online at www.cityofmidlandmi.gov/pay or submit payment by cash or check via the City’s secure drop box located inside the main doors of City Hall, 333 W. Ellsworth Street.

The City will continue to monitor public health information regarding COVID-19 and will reassess and alter its response as needed.
