December 19, 2023 – The City of Midland is pleased to announce the promotion of Director of Planning and Community Development Jacob Kain to Assistant City Manager for Development Services. This announcement comes with the realignment of several City departments that Kain will oversee.
As Matt Lemon leaves his position as city engineer on December 20, the Engineering department will merge with the Planning and Building departments to better align City project management activities, communications, and organizational leadership.
“Jacob has quickly established a reputation as a competent and motivated employee with the potential to take on even larger and more complicated projects,” said City Manager Brad Kaye. “The leadership skills Jacob demonstrates have helped drive system improvements within his department and have been instrumental in moving important projects forward toward resolution and implementation.”
With the transition to a combined full-service planning, engineering, and building services department, the timing was right to move Kain into the assistant city manager role that former Assistant City Manager Dave Keenan vacated in July of this year.
In his new position, Kain will maintain many of his current duties in the Planning department while adding oversight and leadership of the Engineering department and other City management duties as assigned. This promotion is effective immediately.
Kain joined the City in June 2022 as planning and community development director. Kain holds a Bachelor of Arts in Political Science from Hope College and a Master of Arts in Urban and Regional Planning from the University of Florida. He has worked in planning and land use since 2010 for the cities of Gainesville, Florida, and Mt. Pleasant, Michigan.
