May 27, 2016 – The City of Midland is pleased to announce that after a competitive search process, Joseph Sova has been promoted to the role of Utilities Director effective July 1. Sova replaces Utilities Director Noel Bush who will retire June 30 with 25 years of service to the City of Midland.
Sova is an 18-year employee of the City of Midland, serving as assistant to the utilities director and budget analyst for the utilities department.
“Joe has demonstrated management skills that are critical for leadership of the water, wastewater and landfill operations,” said City Manager Jon Lynch. “His first-hand knowledge of the complexities of the utilities department will be of great benefit to the city moving forward and we’re pleased to recognize Joe’s hard work with this promotion.”
Sova is achieving his Master of Public Administration degree from Northern Michigan University and holds his Master of Business Administration degree from Saginaw Valley State University and Bachelor of Science degree in business administration - finance and accounting from Central Michigan University.
