More… The Center City Authority Board oversees the South Saginaw Road/Ashman Circle commercial corridor (Center City) from Manor Drive to Patrick Road in accordance with the Corridor Improvement Authority Act, Act 280 of PA 2005 (the "Act"). The board is responsible for ongoing analysis, short- and long-term planning, marketing, event coordination, promotion and construction, rehabilitation, preservation and reconstruction of buildings and facilities within the district. The board consists of seven members, one of which is the City Manager. Appointed members shall initially serve staggered terms of one, two, three and four years after which all terms will be for four years. More… The Downtown Development Authority (DDA) is a body created under the authority of P.A. 197 of 1975, as amended, for the purposes of preventing deterioration in business districts, to create and implement development plans, to issue bonds, and to utilize tax increment financing. The Midland DDA is a department of the City of Midland. The DDA's Board of Directors shall be appointed by the City Manager subject to approval by the Midland City Council.
